• Provides for teaming and subcontracts
• Available to all Federal agencies and authorized organizations
• Direct customer.contractor relationship -- no transfer of funds to GSA required
• No CBD synopsis is required - all competitive requirements have been met
• Reduced lead times - procurement cost savings
• Blanket Purchase Agreements(BPAs) may be established

• Concept Development and Requirements Analysis (SIN 871-2)
• System Design, Engineering, and Integration (SIN 871-3)
• Test and Evaluation (SIN 871-4)
• Acquisition and Life Cycle Management (SIN 871-6)
